I rotated to a different Time Machine backup, which had roughly 2 TB more free space than needed for my backup. Time Machine proceeded to delete all my snapshots going back a year, re-copy all the files, and then report that there wasn’t enough space to complete one backup. This took several days. Eventually I had to reformat the drive and let it back up from scratch, which again took several days. The amount of data is roughly the same as in recent years, where it never took this long.

Update (2025-02-14): Howard Oakley:

New in Sequoia is this twice re-scheduling of the next automatic backup, first for 30 minutes later, then for the full hour.
