Briefs is probably still out due to being an interpreter, though they are allowing the competing apps.
There doesn't seem to be anything in the guidelines that would prohibit Google Voice.
@jablair If you go through the process of signing up, Apple eventually gives you that link before they make you pay the $99.

According to http://bit.ly/boFhxy, Section 3.3.1 stills says "originally written in". So what's the change? That you can pick your compiler?
